The min AR requirement for LV 100 fractal is 150. You don't actually need full ascended armor + trinkets to hit that, because you can craft up to +21 Agony Infusions, but they are pants-on-head stupid expensive (like don't even consider it - really, stop thinking about it).

You should stick to tier 1 and tier 2 fractals at first because you need agony resistance to survive. Which requires you to have Ascended Gear already so its progression is closely tied to your Ascended Gearing progress. Do these low-tier fractals every day for a few weeks and you should have enough for two Rings.
the method TinyWightSpider is referring to only works for ascended armor and weapons. Trinkets cant be stat changed that way. The fractal capacitors are nice, but the common wisdom is to buy the stat selectable trinkets from the living world season, because realistically you‘re not going to change your whole gear that often.

Step one, unlock the ability to gather Unbound magic. You can either run through the story of Episode 1 (Out of the Shadows) which unlocks the ability automatically about halfway through, or you can go to any of the other LS3 maps and purchase an item (Unbound Magic Gatherer or Ancient Mursaat Relic) that unlocks it.
