Levelling up to 80 without boost is good because you get to understand the profession of your character better as you’re able to experiment with builds, skills, weapons and special mechanics as you level up without being overwhelmed with the unlocked builds/skills/etc as which tends to happens the moment you boosted. If used on a character at level 80 This boost immediately raises a character to max level, equips the character for max-level play, and grants a package of endgame rewards. Using this on a character already at level 80 will grant you only this package of endgame rewards: Level 80 Waypoints Unlocked Teleport to Friend 2 Gold Celebratory Dye Pack

Other than that, the game pretty much begins at level 80, since 1-79 is basically just an extended tutorial these days. If you're a new player with a fresh 80, here's a short list of stuff to do: Expansion and Living World story to open up all the maps, as well as get your glider and mounts. Start working on masteries.
Story is unlocked by leveling, not the other way around. You can play any part of the story at any point after it unlocks, so using a level 80 booster won't miss anything (it'll just unlock level 80 story content immediately, allowing you to skip around more if you want). Now, that's great for me--I want the tank build. But others would prefer Power, Precision, Ferocity, for a power build, or Power, Precision, Condition
