Set it to 1. Setting it to 2 gives you half of your monitors refresh rate. or. V-sync in this game is broken & there is no triple buffering so your framerate with continously drop from 60 to 30. I recommend disabling it & setting max buffered frames to "off".Classic Edition run's at 900p and 30fps on Series S. Since any mediocre gaming-pc can run the Game at 100+ fps, I'd play it on PC.
